Licensing
Engaging in certain kinds of activities in Kazakhstan demands license. The license is issued in a place of registration of the physical or legal person.
Types of licenses:
1. general – engaging in certain activities, issued without restriction of period of validity;
2. single – engaging in certain economic operation;
3. operational - engaging in certain operations in banking, classes in insurance activity (insurance classes).
The list of documents necessary to obtain the license:
1. application;
2. copies of the Charter (except for export and import operations) and certificates on the state registration as a legal person confirmed by the notary;
3. copy of the document proving the identity - for the individual;
4. copy of state registration of the applicant as an individual enterpreneur confirmed by the notary - for the individual enterpreneur;
5. copy of the statement of the applicant for the account in tax department;
6. document confirming payment into budget for the license for the right of employment by individual kinds of activity;
7. data and documents according to qualifying requirements.
Working without the license can cause administrative and criminal penalties such as fines and confiscation of unlicensed activity of the company. Working without the license is also the formal basis to recognize transactions processed as invalid during infringement of term and to liquidate the company, breaking the rules of licensing.
«E-Licensing» National Database
«E-Licensing» National Database is a new project that was launched as part of Program for e-Government Development in the Republic of Kazakhstan.
Project objective is a high-quality prompt delivery of e-services on government agencies’ issuance of permissions and licenses to citizens and businesses. As to the system’s architecture, it will be represented by the portal that will enable potential licensee submitting an application for issuance of an authorization document by filling out a registration form.
Project Scope:
1. 2008 to 2010: Central government agencies-licensors.
2. 2011 to 2012: territorial units of central government agencies-licensors
Interoperation with government agencies’ systems is to be performed via egov Gateway where an application shall, depending on the type of authorization document applied for, be forwarded to an agency-licensor. Further information can be found at www.elicense.kz.
«e-Licensing» National Database will enable entrepreneurs and citizens, especially from remote regions, submitting via Internet the documents required for licensing.
The System’s pilot project has been implemented in three government agencies. Upon the research, the System will be deployed across the Republic.
